Surfers on Higgins Beach

According to the Portland Press Herald, homeowners along the popular surf area of Higgins Beach in Scarborough want to eliminate an early hour of parking and ban visitors from changing into swimwear in public.

After reading this article (see the link below), you can't help but wonder what the real reason is for the early morning parking ban proposal. Is there substantial early morning noise? Is public indecent exposure really an issue or is that being tossed in as an additional issue to get the ban in place? Is it that homeowners just want something to complain about? I'm not sure, I've yet to take up surfing and witness what goes on there in the early morning hours. With that being said, I do know the best waves can be early in the morning. If this ban passes, what does it mean for surfers?

Two proposed two ordinances have been issued by several residents of Higgins Beach. One that would eliminate beachfront parking from 6 to 7 am. The other that would prohibit dressing, undressing and changing of clothes at town parks and beaches. The Scarborough City Council will discuss the ordinances on Sept. 2.
