To pay or not to pay 5 cents more for a paper or plastic bag in Portland?

That is the question that downtown businesses and residents have been wrestling with for several months.

Just recently, the Retail Association of Maine reported in its blog that Portland's Transportation, Sustainability and Energy Committee voted 3-1 to advance the proposed ordinance. Meanwhile, several pro business groups and downtown retailers oppose the idea. If approved by the full Portland Council, the ordinance will take effect in July 2015.
